I don't know what constitutes an xl but this was awful. It's like Asian child size. I do not recommend.

They run sooper small. I typically wear a large but had heard they run small so bought an XL. I gave them to my daughter who wears a medium.

sizing info
I sized up to a large based on others' reviews, and I'm glad I did. The large is tight enough that I'm not constantly pulling them, but not so tight that panty lines show or they feel constricting. For reference, I'm 5'5" and weigh 155 with a larger waist than hips.
